Tender awarded for re-roofing F.E. Holliday plant

North Battleford city council members have awarded the tender for the re-roofing of the F.E. Holliday water treatment plant. The contract was awarded to JR & Co. Roofing for $197,876 plus taxes.

North Battleford city council members have awarded the tender for the re-roofing of the F.E. Holliday water treatment plant.

The contract was awarded to JR & Co. Roofing for $197,876 plus taxes. Administration had received what they described as an “overwhelming response” to their request for proposals. The tender went out in May and there were 11 submissions, eight of which were within budget.

The city had budgeted $300,000 towards the re-roofing project during 2019 deliberations, and the winning bid came in well under that amount.

Each bid was evaluated for the product being used, the timeline to install the material, the warranty of the product and the cost of the product.

JR & Co. Roofing’s proposal was to install a two-ply, torched-on roof, which would see a second-layer protective granulated cap sheet torched on or melted onto the first layer. The roof also includes rigid R-30 insulation. This type of roofing has been used for several decades, according to the memo from Director of Operations Stewart Schafer to council.
